Procedure for the residence permit for start-ups
Non-EU foreign citizens who intend to set up a Start Up on Italian territory can apply for an entry visa for self-employment Start Up. The granting of the visa is managed through the Italia Start Upvisa.mise.gov.it website, which is headed by a Technical Committee made up of representatives of recognized and qualified associations strongly linked to the legal field of innovative Start-Ups. The committee, together with the Ministry of Economic Development, assesses the quality of the applications and, in the event of a positive judgment, will issue a clearance within one month to be delivered to the competent Immigration Desk for the purpose of conversion.
Requirements
✓ the startup must have been operational for no more than 4 years;
✓ the main operational headquarters must be in Italy;
✓ turnover must not exceed €5 million;
✓ the main or exclusive business activity is technological innovation;
✓ does not participate in profits;
✓ must not be formed by merger or branch of another company;
Must meet at least 1 of the following criteria:
✓ at least 15% of expenditure is allocated to research and development activities;
✓ the team is made up of at least 1/3 PhD students, PhD students or staff who have conducted research activities for at least 3 years or, alternatively, 2/3 is made up of staff with a master’s degree;
✓ owner, custodian or licensee of industrial patents or software registered with SIAE
